Vadakkin Vasantham: Education bounces back in North

The badly affected education sector in the formerly conflict ravaged North is back on track with 847 schools fully functioning out of 1,015, Northern Province Chief Secretary A Sivasamy said.

He said under the Vadakkin Vasantham program authorities have revived the dilapidated school infrastructure and teaching resources.

They have also established temporary facilities in welfare villages in little over a year since the conflict ended, Sivasamy said.

The student-teacher ratio has come down to 17:1 with 13,634 teachers catering to 243,405 students, he added. He noted the above during the progress review meeting of development activities in the northern province in Vavuniya recently with President Mahinda Rajapaksa presiding.

Sivasamy said only 4,784 students remain in the relief villages out of 82,731.

Due to enhanced facilities, student performance in education and allied activities has shown significant progress, authorities said.

The percentage of students who obtained 100 plus marks in the Year Five scholarship exam has increased from 28 percent in 2008 to 50 percent in 2009.

In the Advanced Level exam, the pass rate has gone beyond 50 percent in all three major streams - Science, Commerce and Arts.

The North has shown commendable progress in the sports sector too. During the all island sports competition 2010, the Northern province was placed seventh in the overall standings ahead of Uva and Eastern provinces.

During 2009-2010, authorities have spent nearly Rs 700 million to renovate dilapidated school infrastructure.

Ninety seven new constructions are in progress at a cost of Rs 458.21 million. Computers and accessories have been distributed among all schools at a cost of Rs 200 million.

Recreation kits, learning kits, student kits, school bags etc have been distributed among 80,000 students.

Other programs in progress are Teaching learning methodology program for officers and all principals on school improvement, English as a life skill program for all primary schools, accelerated learning program for resettled students (Rs 13 million), psycho social support for resettled (Rs 26 million), water and sanitation program for 63 schools (Rs 12 million).

During 2011–2012 authorities plan to develop 110 secondary schools at a cost of Rs 6,600 million. Reconstruction of 28 schools in Kilinochchi at a cost of Rs 930 million is also planned.

Another Rs. 1,448 million is allocated to reconstruct schools in newly resettled areas.

The highlights of plans envisaged during the next five years include establishment of two sports schools in Vavuniya and Jaffna, establishment of bi-lingual and tri-lingual educational establishments in all zones, programs at strengthening managerial capacity, strengthening of regional English support centers in Mannar, Vavuniya and Jaffna, reconstruction of damaged schools, new computer resource centres, establishment of zonal educational offices, early child development centres, special education centres etc.
